Problem: By April 20, 2026, Lebanon faces a moment of existential clarity. The 10-day truce, established following the March ground invasion, is being exploited. While the international community focuses on a "10km buffer zone" or a "Beirut weapon-free zone," the militia is simply shifting its high-tech assets—specifically its remaining Fateh-110 and long-range drone units—into the rugged Northern Akkar and the Eastern Anti-Lebanon mountains. These zones are becoming "Sovereign-Free Pockets" where the militia maintains its command over the nation's fate. A localized disarmament is a strategic mirage; as long as the "umbilical cord" to Tehran through the Syrian border remains intact, a disarmed South will be re-armed by next spring.
Challenge: The militia relies on "Geographic Arbitrage." When pressured in the South, they move North. When pressured in the cities, they move to the Beqaa. The Lebanese Armed Forces (LAF) cannot win a game of "Whack-a-Mole" against a force that treats the entire country as a tactical retreat. Furthermore, the 2024 ceasefire failed because it relied on "monitoring" rather than seizure.
The Solution: The 10,452 km2 Monopoly
The state must reject any "partial" or "zoned" disarmament. We propose the National Sovereignty Act (NSA) of 2026, a mandate for the total and nationwide liquidation of all non-state military infrastructure.
1. The "Zero-Sanctuary" Mandate
The Republic must formally abolish the concept of "Resistance Zones."
The Action: The NSA declares every square centimeter of Lebanon—from the Tip of Naqoura to the peaks of Akkar—a Unified Enforcement Zone. The Pivot: Any warehouse, residence, or tunnel found containing military-grade hardware is subject to immediate Forfeiture and Destruction by the LAF, regardless of political "protection." No neighborhood is "too sensitive" and no village is "off-limits."
