2. The “Shield” Deployment
• The Action: The state would deploy a newly proposed, strictly vetted 15,000-man elite unit — referred to here as the National Guard of the Republic (NGR) or “Clean Force” — along the entire 120km border. This unit would be composed of personnel systematically vetted to ensure zero factional or militia allegiances.
• The Mandate: Unlike the legacy UNIFIL model, these units would operate under robust Rules of Engagement (ROE) that prioritize the active neutralization and seizure of any non-state military movement, bunker, or weapon cache discovered within a designated “Security Exclusion Zone”.
3. The End of the “Parallel Frontier”
• The Action: The state would physically dismantle the “Green Without Borders” environmental facade and all other observation posts used as fronts by local militias.
• The Goal: Establishing a strict state monopoly of presence. If a camera, drone, or soldier operates at the border, it must belong exclusively to the Republic — with no exceptions tolerated.
